Canada

For public administration scholars and professionals in the United States, much can be learned through comparative research with neighboring Canada.  The similarities and differences in political systems, and particularly in the design of federalism, can yield valuable insights into the challenges of public administration in the 21st century.   I have encouraged the comparison of local governance in Canada and the United States and have studied cross border collaboration on environmental management.

Fulbright Canada - Implementing Urban Sustainability in Canada
During the winter semester of 2014, I was the Fulbright Visiting Research Chair in Governance and Public Administration at the University of Ottawa.  During my stay in Canada, I investigated the design and implementation of local sustainability policies in the national capital region, including Ottawa, Ontario and Gatineau, Quebec.  This research included thirty elite interviews and the review of a wide range of primary source documents on local environmental policy, social policy, and economic development.  This research, published in Canadian Public Administration, points to the challenges associated with the design of multilevel governance for policy goals associated with urban sustainability.
