Welcome to my personal homepage. I am an associate professor in the Department of Public Administration in the School of Public and Global Affairs at Northern Illinois University, and a faculty associate with the Institute for the Study of the Environment, Sustainability and Energy. I currently serve as chair of ASPA's Section on Intergovernmental Administration and Management. My research investigates local governance, collaborative public management, and intergovernmental relations. I write about municipal service delivery, urban sustainability, and other topics related to local governance. I have also recently engaged in work on local government involvement in Great Lakes restoration and protection efforts in Canada and the United States. My book Collaborative Strategies for Sustainable Cities: Economy, Environment and Community in Baltimore documents how urban sustainability is defined in Baltimore and how community actors work to implement local sustainability goals.
